Blake’s visit to Sri lanka sans Rudrakumaran
Former American Ambassador to Sri Lanka (SL) and present US State Secretary for South Asian regions Robert Blake has arrived in SL. The SL Security Division was hopeful that with Blake’s assistance , the present leader of the Tamil Tigers, Rudrakumaran resident in America could be arrested and brought to SL. But , this did not materialize.
The Security Division planned to apprehend Rudrakumaran , the leader of the political wing of the Tamil Tiger Diaspora or Nediyawan ,Tamil Tiger armed unit leader on the Great Heroes day ,27th November 2009. The plan was to arrest Rudrakumaran using KP , and thereafter to apprehend Nediyawan with the help of Rudrakumaran.
This attempt to arrest either one of them on 27th November proved unsuccessful. The Govt. later completely abandoned its plans to arrest Rudrakumaran. This was because of the stand taken by Robert Blake , the State Secretary to the South Asian region. Blake advised the SL Govt. that instead of arrest , discussions should be initiated with Rudrakumaran with a view to resuming peace talks. Blake made this proposal at the time when the SL Govt. was planning to arrest Rudrakumaran with America’s assistance in the same way as KP was arrested with assistance of Malaysia. According to reports ,Blake had informed the SL Govt. that America will help to arrest Rudrakumaran if there is evidence testifying that he is a terrorist. But, as he is a not a terrorist and he is an active lawyer associated with the political campaign of the Tamil Tigers within the legal framework, a solution should be sought for the ethnic issue by focusing on discussions with him..
Sources say , Blake has apprised the Govt. that Rudrakumaran has the capacity to eliminate the violent propensity among the Tamil Tiger Organization and transform them from the armed campaign into the democratic stream. Hence , if he is arrested , those within the Tamil Tiger Organization to speak for and in favour of democracy will be defeated , whereby the voice in support of the Tamil Tiger armed campaign will grow stronger and louder. No sooner KP was arrested than the SL Govt. security division told the foreign media it is next going to arrest V. Rudrakumaran. International terrorist expert Prof. Rohan Gunaratne said recently, the SL Govt. ought to go for political negotiations with Rudrakumaran while arresting Nediyawan the leader of the Tamil Tiger armed Division, resident in Norway. Perhaps, the difficulties which would be experienced he envisaged when arresting Rudrakumaran prompted him to tell this.
The SL security Division plan was to sow seeds of discord between Rudrakumaran and Nediyawan, and then use Rudrakumaran to enlist the assistance of the Int. community to destroy Nediyawan. Towards this end the SL security Division devised a wonderful experiment on Great Heroes day. The security Division planned to use Ram , a hard core Tamil Tiger terrorist who is in its custody to deliver a message on the Great Heroes day. Maybe, the objective of the security Division was to create unrest and turmoil within the Tamil Tiger Diaspora. But, surprisingly , the Tamil Tiger Diaspora got wind of this ahead that Ram who is in the custody of the SL security Division is preparing to make a speech on Great Heroes day at SL Government’s behest. They articulated this through the Tamil Tiger website well ahead. Consequently , the plan to take advantage of Ram’s Heroes day speech was foiled. The Tamil Tigers who gave a prior warning about Ram’s speech issued a notice that the SL security Division is using the Tamil Tigers now in custody to divide and disintegrate the Tamil Tiger Diaspora.. This notification was conveyed by the Int. LTTE Dept. of intelligence.
The notification enunciated that the SL Security Division is using the Tamil Tiger members now in custody to apprehend the Tamil Tiger Diaspora leaders. Following this LTTE intelligence unit notice, it became evident that this experiment was successfully tried out on KP’s arrest by the SL security Division. On the basis of that notification ,it was Ram , the Tamil Tiger armed Division leader who was hiding in the Wanni jungles who assisted the Security Division to arrest KP.
After the defeat of the LTTE,of the Tamil Tigers who escaped into the Wanni jungles , Ram and Nagulan were the most powerful leaders of the armed division. Prabha was another powerful armed division leader who coordinated with them. All of them made good their escape. The security division after arresting Prabha first must have taken Ram and Nagulan into custody, When the SL Minister Karuna told the foreign media that Ram and Nagulan had fled into the Wanni jungles , they had already been arrested. During this period , KP was maneouvering to secure the Tamil Tiger leadership.On the instructions of the Security division , Ram was made to befriend KP . In order to appoint KP as the leader , an announcement was made that the consent of the armed Tamil Tigers hiding in the Wanni has been secured. KP showed that this was his leadership’s greatest source of strength. This announcement evinced that, Ram was later used by the security Division to apprehend KP .
Yet , when seen in the backdrop of the strong joint opposition demonstrated against Ram’s Great Heroes day speech, by the Tamil Tiger Diaspora’s Rudrakumaran faction,Nediyawan faction and the Tamil Tiger Int. intelligence division , it is manifest that the method that was used to apprehend KP is not workable for the arrests of the other leaders.
